The Press Office of the State Council of the People's Republic of China published a White Paper entitled "Tibet since 1951: Liberation, Development and Prosperity".The book notes that the signing on May 23, 1951 of the "Agreement between the Central Government of China and the Local Government of Tibet on Measures for the Peaceful Liberation of Tibet", also known as the "17-Article Agreement", marked the peaceful liberation of the region. From that moment on, the Tibetan people were forever freed from the fetters and threats of imperialist aggression, returned to the great family of the peoples of their homeland, and, like all other fraternal peoples of the country, embarked on the radiant path of unity, progress and development.
The White Paper says that after the peaceful liberation under the leadership of the Chinese Communist Party, the people of Tibet, firmly implementing the provisions of the "17-Article Agreement", protect national sovereignty, unity and territorial integrity.
The implementation of democratic reforms in Tibet made it possible to eliminate the feudal-serf regime and the rule of the political and religious elite. Millions of oppressed peasants were freed from serfdom. Thanks to the implementation of the policy of reforms and openness in the region, the production forces in the region have been released and are constantly developing, and the standard of living and income of the population have significantly increased.
Entering a new era, under the firm leadership of the Central Committee of the Communist Party of China, led by Comrade Xi Jinping, and with the full support of the people of the entire country, the Tibet Autonomous Region has won a powerful victory in the fight against poverty, becoming more stable, culturally advanced and prosperous. The world is presented with a completely new modern socialist Tibet, " the document says.
