More than 11,000 new companies in Hainan took advantage of the benefits after the launch of the "zero duties" regime

Since the introduction of the special customs regime at the end of December 2025, passenger traffic through the checkpoint of the free trade port has reached 653 thousand people, which is 35.1% higher than last year. Of these, 158 thousand travelers arrived on a visa—free regime, an increase of 53.7%. A total of 51,000 new business entities were registered, including 41,000 enterprises (+43.6%), with the number of foreign companies increasing by 30% and foreign trade by 74%.

The new customs regime has created conditions for further expansion of the island's openness: trade and investment liberalization, harmonization of standards, development of offshore trade and simplification of market access for foreign investors. Since December 18, the list of duty-free goods imported to Hainan has expanded from 1.9 thousand to 6.6 thousand items, covering 74% of the entire product range.

Preferences are now available to almost all enterprises, institutions and non-profit organizations on the island that have a real need for imports. According to the provincial governor, Hainan will continue to improve cross-border trade in services and mechanisms for attracting foreign investment, strengthening the status of an international free trade port.
