The island's development concept, approved in May 2024 in the presence of heads of state Vladimir Putin and Xi Jinping, involves the creation of a scientific and educational cluster. It is based on a network consortium of universities that will combine the educational and research resources of the two countries. The continuous education system will allow specialists to improve their skills, master innovative technologies and adapt to changing professional requirements.
Interdisciplinary research in the fields of sustainable development, ecology, digital economy and international relations will be a priority. An international technopark will also appear on the island. It is planned to complete the construction of the checkpoint necessary for the cluster's operation by the end of 2027.
Scientific cooperation with China is also developing outside the island. In 2025, Khabarovsk hosted a forum of rectors of universities in Siberia, the Far East and Northeast China, where Pacific State University signed agreements with five Chinese universities. Scientists from the two countries are also conducting joint research in the field of agriculture and ecology, including the study of peat bogs and grain breeding.
